Well, it's really political posturing, not a specific proposal. The governor is trying to convince the legislature to raise taxes. He threatened that people might die as health care services are cut, but--I imagine--knowing that won't sway anyone in power, he also said it could result in LSU shutting down and losing football. I'm sure the football part got their attention!
