Does the latest version of gnatbox not show UDP blocks in the log? I am talking if there isn't a specific BLOCK filter in place on the external but there is an not an ACCEPT filter which would mean it gets blocked.
This should actually catch the packet with the default: DEFAULT: Block with alarm any other access to all interfaces.
