We had this problem also when we first installed the GnatBox.  Try using the
setting that provides for "Passive Transfers" in your FTP client.  Using
this we were able to connect to FTP sites.

Could be a few things.

1. How are you accessing the FTP server?
    If you are accessing it by name and don't have an internal
    DNS server, then most likely the IP address on the External
    side of your firewall is being returned.  If this is the case
    then a "double NAT" case exist (which is supported) and possibly
    your Remote Access filters are blocking the connection.

    Try this test: access the FTP server by its actual unregistered IP
address
    (assuming the FTP server is on a PSN).

2. Check your Remote Access filter for FTP.  Set the interface 
parameter to ANY.

3. Your FTP server might be attempting to validate your IP address with a
    reverse DNS lookup.


Do this:

Either watch the logs or the console (Alt F1), then attempt to access 
the FTP server.  Did you see a block on your attempted connection? 
Check your FTP server's logs, (depending upon you log level,etc) you 
might find some clues there.
