Well, I can't tell you why it isn't working ... but I will tell you that is is extremely foolish to open those ports thru your firewall. Over time there have been quite a few attacks based on those ports on an NT system.
Might be tolerable if you have carefully setup filters to restrict access to occur between a NT single system on your net which has been thoroughly secured and an single external system but there will still be a number of attacks.
