If I understood Mike Schrauder correctly, that is the whole idea.
He is hoping that by letting everyone know that their web access
is being logged, it will prevent any abuse from occurring in the
first place.

I'm not too sure about US privacy laws, but I think that you should tell
people that all traffic is being logged.
