system usage report?

I was looking at the "Current Statistics" page on my GB-lite system,
and I thought this was peculiar:

CPU states:  0.0% user,  0.2% system,  0.1% interrupt,  3.4% idle

Shouldn't these 4 values add up to something approach 100%?
