Are you sure that the file you are uploading to the floppy has the system 
files on it?  If it does and still doesn't work, I would use the gbadmin 
program to strip the configuration out of that file and merge it with a 
copy of the standard gnatbox file to get new system files.  This will keep 
your settings and configuration, but will make sure all of the system files 
are good.
