I am not 100 percent sure on Windows 2000, but I do know on Windows NT 4.o terminal Server that you need to use the RDP ports. I just can't remember which ones they are. I think that they are 1393 and 1394. But I can't remember if that is RDP or Citrix Winframe/ Metaframe.
