getting the IP from the host whit ICQ

well i am trying to get the IP from a host i and i ask a vriend fr some help and at one moment he know everything about him and he just use ICQ to know al the informatinon wen i tried his IP was 0.0.0.0 and i tried to connect but it didn't work
