he wasn't asking about routing.  it's perfectly possible to bridge netbeui 
through a tunnel, if the firewall/vpn-gateway supports this (which is the 
question that was being asked).  sonicwall appliances do this.  i'm not 
advocating doing this, as i'm well aware of the performance issues.
