I see two possible solutions to your problem. First would be, for these machines that 
you are defining special filters for have them kept at a static IP outside of the DHCP 
scope. These systems would remain in the same subnet as the systems using DHCP. An 
example would be to reserve addresses with the last octet under 100 for special use 
(servers, printers, etc.) The DHCP scope could then manage the range from 101 to 254.

An alternate method would be to set these machines up with reservations in the DHCP 
server. That way thier addresses could be managed under DHCP keeping your network 
managers happy. While at the same time they wouldn't have a lease subject to expiring 
so the address wouldn't change making it effectively static (unless someone changes 
the reservation).
