VPN problem when ARP incomplete or expired

GB3.0.3 to GB3.0.3 VPN build, and filter settings are created
 by 'Default' button.

Here's the problem:
VPN OPEN failed when default gateway's Active ARP Table
 is incomplete or expired at either GB.
Of course VPN OPEN work correctly when default gateway's
 ARP Table is active at each GB.

Any suggestions ?
