I use the CyberNOT facility and I am quite pleased with its functionality and Granularity.
The only problem is that the users get a generic message saying page not found instead of your site has been blocked. Supposedly you can combine the standard proxy and CyberNOT to accomplish this, but I haven't had time to set it up. There is no whitelist, just a series of categories that you check on or off to block or allow.
