He's in a (rfc1483) bridged DSL (or possibly wireless) environment, all IP
addresses would (could) be a part of the same subnet and shared between
all customers.  He shares the next-hop router and router interface with
all, or some, of the other customers of the ISP.

This is a pretty standard configuration these days, though in some ways
nontraditional.  Configuration wise this would be similar to an ethernet
segment.

If the ISP had address space available to subnet, they could route a
subnet to him (which is really the only way I know of to do what he's
asking).  Since they don't have address space available for this, they
cannot.


PPP networks also fall outside the realm of "normal" subnets (dialup PPP
PPPoE/PPPoA/PPPoEoA, or PPTP) and could lead to problems similar to what
Jon is seeing.
