We've experienced the same issue with Surf Sentinel repeatedly over the past year. Rebooting is not necessary - saving the Content Filtering preferences resolves the problem. Unfortunately, there's no proactive notification that Surf Sentinel is failing. We ended up defaulting to permitting access to unrateable sites due to the bug. Otherwise Surf Sentinel would deny access to all sites because it could not rate any of them due to the inability to contact a lookup appliance. ;-<
This issue has been supposedly resolved in 3.4.2 which was released on Monday; however, we have not upgraded as of yet.
