When you use port 21, then the built in ftp-proxy in the gta take cares
of the passive connection.
When you connect to a ftp-server on a different port you are on your own.
The passive ftp-server you are connection to will tell you back which
port (> 1024) to use for the data connection. You have to allow outgoing
traffic from the ftp-client to this port (usually between 49000-65535),
depends on how the the passive ftp-server is setup.
