[Bug java/29150] New: [win32] java.library.path broken

While passing -Djava.library.path=foobar to GCJ leads to the expected behaviour
on linux, it seems to be ignored on windows.
Actually System.getProperty("java.library.path") returns the correct value on
both plattforms, but System.loadLibrary() only uses it on linux.
