[Bug fortran/45087] New: -fwhole-program: Miscompiled due to wrong decls

Follow up to PR 40873. 

There are still some -fwhole-program issues left; for instance: The polyhedron
tests gas_dyn.f90 and test_fpu.f90 do not link
