It's not P1 because P1 is reserved for serious bugs that were never in any release which isn't true here. P1 _block_ a release, it is unreasonable to do so in general if a previous release shipped with that bug. -- http://gcc.gnu.org/bugzilla/show_bug.cgi?id=38644
