I was able to successfully install the family of gcc compiles in Cygwin. I
tried to compile a Fortran90 code with the option -fopenmp and I got the
following error message (the program uses OpenMP directives):

Fatal Error: Can't open module file 'omp_lib.mod' for reading at (1). No such
file or directory
