Via alpha.c:alpha_handle_trap_shadows(), the alpha_reorg pass

looks for NOTE_INSN_EH_REGION_BEG and NOTE_INSN_EH_REGION_END

notes. But those notes are created much later, and can never

exist in the machine-dependent reorg pass.
