Assertions "\\A" and "\\z" are not supported by C++11 regex's default syntax
regex_constants::ECMAScript.

Using

const NS::regex e("\\b(\\d{3,4})[- ]?(\\d{4})[- ]?(\\d{4})[- ]?(\\d{4})\\b");

can get expected result.
