I was going to resolve this report as invalid on the basis that "empty struct"
could be interpreted to mean struct with no named members (there is no
definition of "empty struct" in C) but decided to confirm in the end because
GCC documents Empty Structs as structures with no members and zero size:

Rephrasing the error as
flexible array member in a struct with no named members
would avoid the contradiction.
