The description does not say anything about headers; it only says libraries. I am certainly not advocating for it. In fact, I came across this bug report because a --with-sysroot (not --with-build-sysroot) is not being honored, and headers seem to be the problem. By the way, when compiling the compiler, I though --host and --target are used. "Build" indicates the machine the tools are running on. So wouldn't that be --with-host-sysroot or --with-target-sysroot?
