I have very little knowledge of autotools, unfortunately. In any case, the task is basically just to copy a .h file into an appropriate installation dir, right? That sounds like it shouldn't be all that hard. The C/C++ front end certainly does that routinely for other cases (like omp.h or openacc.h). Those might suit as a role model ...
