I don't see that.  This compiles fine with trunk:

struct dummy {
  void nonnull() {};
};

typedef void (dummy::*safe_bool)();

constexpr safe_bool a = &dummy::nonnull;

static_assert( static_cast<bool>( a ), "" );

int main () { return 0; }
