GCC rejects these valid examples, producing a bogus "expected ';' after struct
definition" diagnostic:

struct A;
namespace N { extern A a; }
struct A {} ::N::a;

struct A;
struct B { static A a; };
struct A {} ::B::a;

(I just fixed a rejects-valid on the same cases in Clang.)
