Right, we want to build stage1 with -O0.  You can rebuild 4.7.4 or any other
gcc version
that demonstrates the PCREL21B error.  Keep the build log so you can copy the
compile
options for the failing object.

No.  We need to figure out why 4.7.4 generates incorrect PCREL21B relocations. 
Then,
maybe we patch it.
