gcc/cp/name-lookup.c says:

The word "non-inline" cannot be translated into other languages since it is
provided as a string literal. Depending on the language, the "non" might even
change the complete structure of the message.

> All diagnostics should be full sentences without English
> fragments substituted in them, to facilitate translation.
