I just noticed that the change
  libgfortran: [PR105473] Fix checks for decimal='comma'.
got also backported to
  r13-8411-g7ecea49245bc6aeb6c889a4914961f94417f16e5 
on Thu Mar 7, 2024.

Thus, GCC 13 is now affected as well!

[Disclaimer: I have not checked the spec, but it seems very much like a
wrong-code bug.]
