I see my typo:
```
  gimple_phi_arg (phi, 0)->def = new_arg0;
  gimple_phi_arg (phi, 0)->def = new_arg1;
```

Should be:
```
  gimple_phi_arg (phi, 0)->def = new_arg0;
  gimple_phi_arg (phi, 1)->def = new_arg1;
```
