Nothing is final until it's published, but the content is supposed to be stable. C++26 is at the "Committee (30)" stage: https://www.iso.org/stages-and-resources-for-standards-development.html The CD was sent out to national standard bodies and we're processing the comments. I'm not aware of any comments on the hazard pointer part of the draft, probably because nobody has tried to implement it yet. That means changes to that part of the draft are very unlikely now.
