This seems to have been caused by Patrick's r15-2117-g313afcfdabeab3 -- before
that we would silently accept the lookup failure and try again at instantiation
time, afterward we diagnose the lookup failure immediately. It seems like we
need to treat TestClass as dependentish in this context, perhaps just add
TYPE_BEING_DEFINED to dependentish_scope_p?
