It's not working, the output is invalid encoding:

This is for mingw, not for msys2.

Because --enable-win32-utf8-manifest is by default for windows 11,
When use --disable-win32-utf8-manifest, it working.

So --enable-win32-utf8-manifest do not handling the translation properly.
