I wonder if we shouldn't even merge the Darwin/x86 and Darwin/PowerPC
cases, just like Solaris/SPARC and x86?  AFAICT there's never been
anything but an i386-*-darwin* gas port that hasn't been maintained
since 2017 and doesn't support -arch at all.  So the -arch ppc case
falls under *-*-darwin*:no as well.
