POWER10 pre-decode fusion works very differently from Intel macro-op fusion.
Just for that it is very questionable already to use the same targeted special
mechanisms for it.
Also, we already for generations and generations and generations have solved
similar problems, fully in the backend: we just define a "fake" instruction in
the backend that is both instructions combined, and we use that. That btw is
quite close to how the hardware works :-)
