Yes out of loop statements in this case would be the LCSSA's PHI and that would
have a vectorized stmt associated with it.
As long as aarch64_possible_by_lane_insn_p is called with a stmt that had a
STMT_VINFO_STMT associated with it all of its (non-debug) uses will have a
VINFO too.
So closing as fixed.
