    diagnostics: don't cache logical_loc_mgr in html_sink [PR124014]

    r16-7422-g13c2da6cdbd1a3 fixed an ICE that was due to caching of the
    logical_locations::manager * in sarif_sink.

    Do the same for html_sink.

    gcc/ChangeLog:
            PR diagnostics/124014
            * diagnostics/html-sink.cc (html_builder::get_logical_loc_mgr):
            New.
            (html_builder::m_logical_loc_mgr): Drop field.
            (html_builder::html_builder): Drop initialization of
            m_logical_loc_mgr.
            (html_builder::maybe_make_state_diagram): Use get_logical_loc_mgr
            rather than m_logical_loc_mgr.
            (html_builder::make_element_for_diagnostic): Likewise.
