I got the same issue a few days ago on F43 when I ran dnf upgrade and it
updated from expect-5.45.4-29.fc43 (working) to expect-5.45.4-30.fc43 (very
broken). The changelog says "Port to tcl9". Downgrading expect fixed it for me.
I haven't time time to report this (don't know what Fedora's bug reporting
process is) but that change was _way_ premature.
