It is not even 6.3 which is causing the ICE.
But rather avr-gcc which is producing the ICE:
arduino-cli compile --fqbn arduino:avr:pro:cpu=8MHzatmega328 blink.ino
avr-g++: internal compiler error: Segmentation fault (program cc1plus)
