This version addresses the review comments on v1 by moving the fallback
out of dwarf2out_die_ref_for_decl and into the initial LTO streaming
caller, restricted to cgraph_node::split_part clones.  The regression
test now also verifies that the concrete split-function DIE is
address-bearing and that it and its direct children refer to the same
input TU.

Bootstrapped and regression-tested on x86_64-pc-linux-gnu (C and C++
only), with no new failures.  The new test fails without the patch and
passes with it.
