To support PPC64 libmvec functionality on GLIBC we need this support at the GCC
end. The GLIBC bug to Enable libmvec vector math library on POWER VSX
[https://sourceware.org/bugzilla/show_bug.cgi?id=20123].
Until those changes are merged to master, I would start the 2020 RFC [1] and
get it in shape for new gcc release.
