The following two declarations are currently rejected by GCC but should be
accepted per the resolution of CWG issue 3089
(https://cplusplus.github.io/CWG/issues/3089.html,"const-default-constructible
improperly handles std::meta::info"), which was accepted into C++26:

const decltype(nullptr) should_be_null;
```
, and
```
struct T{
decltype(^^::) field;
} const x;
```
