The goal is to detect regressions on Windows targets (including MSYS2, MinGW-w64, and Cygwin) easier, and also make sure patches designed for one Windows target won't break on other Windows targets. The repo is at https://github.com/dragon-archer/gcc-for-windows, and hopefully anyone can simply open a PR with their patch to test placed under patches/. I also started a run to test the latest patch here at https://github.com/dragon-archer/gcc-for-windows/actions/runs/38903405429
