There already is
      else if (TYPE_PRECISION (TREE_TYPE (use_lhs))
               <= TYPE_PRECISION (TREE_TYPE (use_rhs)))
which is desirable for the mask cases, but of course not for the < 0 cases, for
those we need equality.
