Confirmed.  r13-469-g9a53101caadae1 added the match pattern which is matching
here.

But fold-const.cc has being doing the same thing for ever since at least GCC
4.4.7.

That is:
```
_Decimal64 f(_Decimal64 x) {
  return x == 1.0dd ? x : 1.0dd;
}
```

Will always just return `1.0dd`.
