OK so the situation is that mingw does not set DECL_WEAK for ONE_ONLY decls and
therefore the first set of conditions is applied - the C4 is made internal but
still not emitted, so the solution is to marke that case as denying inline too.

Please re-test - I will also need to re-test on Darwin and Linux....
