This is still an issue in 16.2.1. I have recently reported this again at
https://gcc.gnu.org/bugzilla/show_bug.cgi?id=127728, although the present issue
is about allocation stress whereas mine is about code size and compile time,
but I believe they stem from the same underlying issue. Is there any fix on the
horizon?
