Nope.  This was a pebcak.  Had I not been so diligent about moving
away from non-elliptical-dss keys, I would have known that in recent
openssh clients, one needs to put

  PubkeyAcceptedKeyTypes ssh-dss

into ~/.ssh/config or else the client refuses to use them, issuing an
error message like:

  Skipping ssh-dss key <...> for not in PubkeyAcceptedKeyTypes

which, at a glance, can be mistaken for a server-side problem.

Perhaps my mention of this will spare someone else the week or two it
cost me to identify this head-slapper of an etiology.

I hope Laurent didn't waste too many wetware cycles trying to fathom
what was wrong with my cluster account (nothing!) :/
