Note that this doesn't allow capture of a pack expansion yet, just fixes a hole in the patch for c++/48424. When instantiating a template function that has a non-pack parameter after a parameter pack, we were incorrectly treating it as part of the pack, leading to confusion.

Tested x86_64-pc-linux-gnu, applying to trunk. I suppose I should also apply it to 4.6 since it has the earlier 48424 patch.
